Privacy Statement

The Technical Education and Skills Development Authority (TESDA) is committed to protecting your personal information and upholding your privacy. All data processing activities within the Biometric-Enabled Scholarship Registration System (BSRS) adhere to the guiding principles of legitimate purpose, transparency, and proportionality as prescribed in the Data Privacy Act of 2012 (R.A. 10173), its Implementing Rules and Regulations (IRR), and other issuances of the National Privacy Commission (NPC).

The BSRS is a digital platform that enables applicants and beneficiaries to register and participate in TESDA's scholarship programs. It requires users to provide personal information such as full name, sex, date of birth, email address, contact number, academic information, and biometric data necessary for identity verification and authentication. All personal data is collected through web forms and uploaded files within the BSRS. All personal and biometric data processed through the BSRS will be under the custody of TESDA and shall only be disclosed or shared with relevant government agencies, public or private entities, or educational institutions as required by law, for legitimate TESDA functions, or with your consent. All collected personal data will be stored and disposed of in accordance with the TESDA Records Retention and Disposition Schedule, duly sanctioned by the National Archives of the Philippines.

As a data subject, you are entitled to the rights provided under Section 16 of the Data Privacy Act, including the right to be informed, to object, to access, to rectification, to erasure or blocking, to data portability, to file a complaint, and to claim damages. Rest assured that all personal and biometric data collected through the BSRS will be kept secure and confidential through the implementation of up-to-date data protection measures.

Biometric-Enabled Scholarship Registration System (BSRS)

The Biometric-Enabled Scholarship Registration System (BSRS) of the Technical Education and Skills Development Authority (TESDA) is a digital platform designed to facilitate scholarship registration, identity verification, and related program processes. TESDA is committed to protecting the personal information of all applicants, beneficiaries, and authorized users in accordance with the Data Privacy Act of 2012 (R.A. 10173), its Implementing Rules and Regulations (IRR), and relevant issuances of the National Privacy Commission (NPC).

Personal Data Collected

TESDA collects and processes the following personal data through the BSRS for account creation, scholarship application, and identity verification:

  • Full Name
  • Date of Birth
  • Sex
  • Email Address
  • Contact Number
  • Home Address (as applicable)
  • Academic and eligibility information
  • Biometric data (fingerprint, facial scan or other applicable biometric identifiers)
  • Submitted documents and credentials uploaded by the user

TESDA may also process personal information of visitors or third parties entering TESDA facilities, such as video recordings and other basic identifying information.

Basis of Processing

TESDA processes personal data in compliance with:

  • The Data Privacy Act of 2012 and its IRR
  • TESDA's statutory and regulatory mandate under R.A. 7796 (TESDA Act of 1994)
  • Relevant scholarship program guidelines and issuances
  • Requirements for identity verification and fraud prevention
  • TESDA's legitimate functions as a government agency
  • Integration and validation with the Philippine Identification System (PhilSys) in accordance with Republic Act No. 11055 (Philippine Identification System Act) and its IRR for verification of identity and demographic information

How Data is Collected

Personal information is collected directly from users during account creation, registration, uploading of requirements, and biometric enrollment. The system also collects device-based metadata such as time stamps, IP addresses, and system logs for security and audit purposes.

How Data is Used

TESDA collects, stores, and uses personal and biometric data to:

  • Create and manage BSRS user accounts
  • Verify identities using biometric authentication
  • Process scholarship applications, supporting documents, and eligibility requirements
  • Communicate with applicants and beneficiaries regarding their applications
  • Maintain accurate records for evaluation, reporting, and documentation
  • Generate statistics and analytics for program improvement
  • Conduct security monitoring, audit, and verification of system usage

Personal data shall be processed only to the extent necessary to fulfill TESDA's mandate and the services requested by the user.

Disclosure and Sharing of Information

TESDA does not sell, trade, or share personal data with unauthorized parties. Personal information may only be disclosed or shared under the following circumstances:

  • With the data subject's consent
  • As required by law or regulation
  • With relevant government agencies for scholarship validation, monitoring, or audit
  • With TESDA-accredited institutions or partners involved in scholarship delivery
  • With law enforcement authorities, when necessary for the enforcement of applicable laws

Risks Involved

TESDA recognizes that processing personal and biometric data may expose individuals to risks such as unauthorized access, data breaches, malware, ransomware, or system vulnerabilities. TESDA undertakes to ensure that only adequate, relevant, and necessary data are collected and processed. Appropriate safeguards and incident-handling procedures are in place to manage and mitigate risks.

How Data Is Protected

Storage, Security, Disposal, and Retention

TESDA safeguards the confidentiality, integrity, and availability of personal data through organizational, physical, and technical security measures, including:

  • Access control and user authentication
  • Network and application security controls
  • Encryption and data classification
  • Secure data storage in government-approved environments
  • Regular system audits and security incident management

Personal data collected through the BSRS will be retained in accordance with TESDA's Records Retention and Disposition Schedule, as sanctioned by the National Archives of the Philippines. Once data has served its purpose, it will be securely archived or disposed of using approved destruction methods.

Methods Used for Automated Access

The BSRS may use cookies or similar technologies to gather non-identifiable web traffic data for security and performance monitoring purposes. These may include:

No personal data derived from cookies is used for profiling or shared with third-party advertisers.

Changes to the Privacy Notice

TESDA reserves the right to revise or update this Privacy Notice at any time. Substantial revisions will be communicated to users through system notifications or official TESDA channels. Previous versions will be retained and may be provided upon request.

Introduction

Your access to and use of the Biometric-Enabled Scholarship Registration System (BSRS) is conditioned on your acceptance of and compliance with these Terms and Conditions. These terms serve as the entire agreement between you and the Technical Education and Skills Development Authority (TESDA) in relation to your access to and use of the BSRS. These Terms and Conditions apply to all visitors, registrants, and authorized users of the BSRS. TESDA reserves the right to modify, update, or remove portions of these Terms and Conditions at any time without prior notice. It is your responsibility to exercise due diligence in reviewing the terms before continuing to use the BSRS. By proceeding with the use of the system, you signify your agreement to any changes made prior to your access.

Use of Intellectual Property

All designs, logos, system layouts, functionalities, and other intellectual property contained within the BSRS are owned by TESDA. You are not permitted to copy, modify, reproduce, distribute, or otherwise use any part of the system without prior written authorization from TESDA.

Acceptable Use

You shall use the BSRS solely for legitimate and authorized scholarship registration processes and other official activities as prescribed by TESDA. Any activity that may cause damage to the BSRS or impair its availability, integrity, or security, such as unauthorized access, data tampering, malicious attacks, or attempts to circumvent system controls, shall constitute a violation of these Terms and Conditions. TESDA reserves the right to suspend or terminate your access to the system if misuse, abuse, or policy violations are detected.

User Responsibilities

By using the BSRS, you acknowledge and agree that your access is granted exclusively for your assigned roles and responsibilities. You shall not use the system for personal benefit, unauthorized purposes, or any activities unrelated to TESDA's official functions. You further agree to comply with all applicable TESDA policies, procedures, and guidelines, including those pertaining to information security, data privacy, and the acceptable use of government information systems.

You are responsible for safeguarding the confidentiality of your login credentials and must not share or disclose your password, account information, or authentication mechanisms to any individual. You understand that you are accountable for all actions performed using your account. You are likewise obligated to protect all data and information processed through the BSRS, and you shall refrain from disclosing, sharing, or transmitting sensitive or confidential information to unauthorized persons.

You agree to immediately report any suspected or confirmed security incidents, data breaches, unauthorized access, account compromise, or other irregularities in accordance with TESDA's established reporting procedures. You must ensure the accuracy and integrity of all data you encode, upload, or manage within the system, and you shall refrain from any unauthorized alteration, deletion, or manipulation of records.

Modifications and Interruptions

TESDA does not guarantee that the BSRS will be continuously available at all times. The system may encounter technical issues, including hardware or software failures, maintenance activities, updates, or other interruptions that may result in temporary inaccessibility, delays, or errors. TESDA reserves the right to modify, revise, suspend, or discontinue the BSRS, in whole or in part, at any time without prior notice. You acknowledge and agree that TESDA shall not be liable for any loss, damage, or inconvenience arising from your inability to access or use the BSRS during any downtime, interruption, or system modification.
